GOVERNING COUNCIL 101

The following is information for new and returning delegates to Governing Council. The meetings are well run by the president, with the assistance of a parliamentarian, but it helps to know in advance some of the protocol of participating in the meeting.

Also, feel free to ask questions of any officers of U.S. Figure Skating. 


Q: My friend Camilla, the delegate for the XYZ Club, left the meeting room and left me her voting card. There is a call for a vote. Can I hold up Camilla’s delegate card as well as mine? 

A: No. Delegate votes may only be cast by the delegate who owns the card.* 

*Please do not lose your delegate voting card or proxy voting card. Under normal circumstances, these will 
not be replaced. 

Q: Carmen just found out that she needed to leave the meeting due to a family emergency. Is her delegate vote lost? 

A: She can transfer her delegate vote to a proxy but the change must be made by the club president or 
secretary. 

Q: The XYZ Club gave Carmen some specific voting instructions on certain issues. Now that she must leave and has given her proxy to another, must the proxy vote the club’s wishes? 

A: Yes, if Carmen has made that information known to her proxy holder. 

Q: Carmen has left the meeting and some items of new business have come up. How should her proxy holder vote on those issues since there are no instructions from Carmen? 

A: A proxy cannot be used to vote on any item of new business. 

Q: I am a delegate and have a question about the issue on the floor. How can I get my question answered? 

A: Go to a microphone and wait to be recognized.* Once you are recognized, state your name and home club and say, “Point of information,” or very simply, “I have a question.” The chair will then instruct you to state your question. 

*You will be recognized by the number posted on the microphone. 

Q: After attending my sectional meeting, the delegates from our club met and determined that we have an item of new business that we want presented. How can we do that? 

A: Using the new business form (available in registration), write out your item of business as instructed on the form and give it to someone at the staff tech table. All new business items are reviewed by the Rules Committee Chair.

MOTIONS MAY BE AMENDED IN THE FOLLOWING WAYS:

BY ADDING/INSERTING WORDS TO THE END/MIDDLE OF THE MOTION
BY STRIKING AND/OR REPLACING WORDS IN THE MOTION
BY SUBSTITUING
 
For instance:
MOTION: "I move that we create a new test." 
 
1. By adding the words at the end of the motion: I move to amend by adding the words "for pairs." 
 
2. By inserting words in the middle of the motion: I move to amend by inserting the words "pairs" between the words "new" and "test." 
 
3. By striking words out of the motion: I move to amend by striking out the word "new." 
 
4. By striking and inserting words in the motion: I move to amend by striking out the word "new" and inserting the word "pairs." 
 
5. By substituting: I move to amend by substituting the words: "create a new test" with "overhaul the existing pairs test structure."
